1994 Purchased location were wolf-hybrids have been and are housed.
Sam Blake's current home with acreage (7501 Pixcroft Ct Sacramento, CA 95842)
1995 Received New Wild Animal Permit No. E00026
Sam Blake applied for a wild animal permit. Sacramento County Animal Control (SCAC) inspected location and permit was issued for two wolf hybrids.
1996 Received renewed Wild Animal Permit / Rescue Determination Established
Sam Blake applied for renewal of wild animal permit. SCAC inspected location and renewed Permit No. E00026. Permit allowed for two wolf-hybrids.

In Late 1996, SCAC identified Sam Blake’s home/effort as a rescue. Sam Blake signed a contract with SCAC (per their request) to allow SCAC to release incoming wolf-hybrids to Sam Blake.
1997 Received renewed Wild Animal Permit / SCAC increased wolf-hybrid number
Sam Blake applied for renewal of wild animal permit. SCAC inspected location and renewed Permit No. E00026. Application did not request an increase in wolf-hybrids.

SCAC increased permitted number of wolf-hybrids to 4. During this time, Sam Blake had 1 personal wolf. Sam Blake housed up to 3 rescues at any given time (an undetermined amount came from SCAC)
1998 Renewed Wild Animal Permit / Certification Process Created
Sam Blake applied for renewal of wild animal permit. SCAC inspected location and renewed Permit No. E00026.

SCAC established a process with Sam Blake. This process allowed for Sam Blake to supply a certificate to individuals that attended a wolf awareness seminar, which is presented by Sam Blake. This process reduced the time it took for perspective wolf-hybrid owners to obtain a Wild Animal Permit for a wolf-hybrid. This relieved some burden on SCAC in regards to their permitting process.

(Webmaster comment: The webmaster believes that this is the time when SCAC placed Sam Blake in violation of SCAC’s own rules, as well as placing Sam Blake in violation of zoning code. Sam Blake did not request an increase in wolf-hybrid numbers, but the number was determined and increased by SCAC.)

Sam Blake established NCWRA (a nonprofit public benefit corporation)

NCWRA obtained a street vendor’s permit (as of October 1, 2002) to be allowed to display rescued wolf-hybrids in Old Sacramento. This allowed NCWRA a forum to educate the general public about wolves and wolf-hybrids, as well as NCWRA’s rescue and adoption process.
2003 Received renewed Wild Animal Permit / USDA Exotic Animal Permit Obtained
NCWRA ( on February 11, 2003 ) obtained Federal USDA Class C Exhibitor Certificate No. 93-C-0707 to allow NCWRA to Display Exotic Animals in public.

NCWRA applied for renewal of wild animal permit. SCAC inspected location and renewed Permit No. E00026.

2004 Received renewed Wild Animal Permit / USDA Exotic Animal Permit Renewed / SCAC increased wolf-hybrid number
NCWRA ( on February 11, 2004 ) obtained renewed Federal USDA Class C Exhibitor Certificate No. 93-C-0707 to allow NCWRA to Display Exotic Animals in public.

SCAC increased permitted number of wolf-hybrids to 10. During this time, Sam Blake had no personal wolf. Sam Blake housed up to 10 rescues at any given time (an undetermined amount came from SCAC). Permit valid July 1, 2004 through June 30, 2005.

(Webmaster comment: In 2004, after SCAC [in 2000] placed Sam Blake in violation of SCAC’s own rules and zoning, SCAC put Sam Blake/NCWRA even deeper into violation of codes by increasing hybrid limit to 10)

SCAC informed Sam Blake that there had been a change of policy, an animal could be placed prior to home inspection with a Wolf Awareness Seminar Certificate from Sam Blake.
2005 USDA Exotic Animal Permit Renewed / Current Issues Started
NCWRA ( on February 11, 2005 ) obtained renewed Federal USDA Class C Exhibitor Certificate No. 93-C-0707 to allow NCWRA to Display Exotic Animals in public.
